BlockShoals Technologies Announces Partnership with Binance for Regulated Digital Asset Services Under SEC StratBox Framework

BlockShoals Technologies, Inc. (“BlockShoals”) today announced its partnership with Binance, the world’s largest crypto exchange by trading volume, in connection with the commencement of regulated testing under the Strategic Sandbox (“StratBox”) framework of the Securities and Exchange Commission (“SEC”) of the Philippines.

The announcement follows the SEC’s confirmation that BlockShoals may officially commence its testing within the StratBox in accordance with its approved testing plan. BlockShoals received in-principle approval from the Commission En Banc on 21 November 2025 and a Notice to Proceed dated 14 April 2026, authorizing it to operate as a Crypto Asset Intermediary (“CAI”) under SEC Memorandum Circular No. 9, Series of 2024.

As a Philippine-incorporated fintech company, BlockShoals serves as the regulated CAI within the StratBox through which Filipino users will be able to access Binance products and services within a controlled regulatory environment. BlockShoals maintains full responsibility for local regulatory compliance and user-facing operations, while Binance provides backend technology infrastructure and strategic support.

As part of the first phase of testing, BlockShoals will integrate its systems with its partner virtual asset service provider (“VASP”) during an initial 90-day integration period, as outlined in its approved testing plan. Following successful integration, BlockShoals will proceed with user onboarding, subject to applicable safeguards and SEC requirements.

BlockShoals will operate under strict regulatory oversight throughout the testing period, with legal and strategic guidance by Arden Consult, to ensure full compliance with the requirements of the SEC StratBox framework and applicable laws and regulations. Arden Consult is a legal and advisory firm specializing in market entry for highly regulated industries such as fintech, iGaming, and technology, media, and telecommunications.
